Use of unit costs for personnel costs for actions under the Horizon Europe and Euratom Programmes

As announced on Monday 18 March by Commissioner Iliana Ivanova, during the Research & Innovation Days, the Decision authorising the use of unit costs for personnel costs for actions under the Horizon Europe and Euratom Programmes, has been adopted.

The unit cost will be applicable from 1 May 2024 via the Funding & Tenders Portal.

Overview

Horizon Europe, allows beneficiaries to use personnel unit costs to provide a simpler and less error-prone way to declare costs for their staff in projects.

One single daily rate for personnel is agreed upfront with the beneficiary. It applies to all their staff working in a project. This means there are no more errors in the daily rates, and beneficiaries will know from the start how much they will get paid per day worked. Reporting will become easier because it is limited to the number of days worked. Possible audits will be simpler, too.

Using personnel unit costs is entirely optional. Beneficiaries can try it and, if not convinced, revert back to using actual costs for personnel. Beneficiaries interested in personnel unit costs can alculate an indicative daily rate for their organisation using the Personnel Unit Cost Wizard, accessible in the dedicated tab on the left side of this landing page.
