The Digital Europe Programme
Accelerating the economic recovery and shaping the digital transformation of Europe’s society and economy, bringing benefits to everyone, with a budget of €7.5 billion.
‘What is the Digital Europe Programme?’
The Digital Europe Programme (DIGITAL) is a EU funding programme with a budget of € 7.5 billion focused on bringing digital technology to businesses, citizens and public administrations.
DIGITAL funds projects in five key capacity areas:
- Supercomputing (€2.227 bn): deployment of world-class exascale and post-exascale supercomputing capacities;
- Artificial Intelligence (AI), data & cloud (€ 2.062 bn): setting up EU-wide sectoral data spaces based on a cloud-to-edge federated infrastructure and promotion of testing and adoption of AI-based solutions;
- Cybersecurity (€ 1.650 bn): building up advanced cybersecurity capabilities, promoting the sharing of best practices and ensuring wide deployment of cybersecurity solutions;
- Advanced technical skills (€ 0.577 bn): increasing the education offer and training in key digital technologies and support collaboration between higher education institutions and the private sector;
- Ensuring a wide use of digital technologies across the economy and society (€ 1.072 bn): establishment of a network of European Digital Innovation Hubs supporting the digital transformation of European public and private organisations and deployment of several high-impact projects such as blockchain capacities or the digital transformation of public administration and services.
The Digital Europe Programme will not address these challenges in isolation, but rather complement the funding available through other EU programmes, such as the Horizon Europe programme for research and innovation and the Connecting Europe Facility for digital infrastructure, the Recovery and Resilience Facility and the Structural funds.
How does it work?
The calls for proposals are accessible through the one-stop-shop Funding and Tenders Portal. Each call has its own call document, related to a particular topic. On the Funding and Tenders Portal of the European Commission, we advise you to use the filters available for your search:
- Keywords
- Submission Status (forthcoming, open, close)
- By programme
- Or by call for tender
For the first years, the Digital Europe programme will be implemented through four work programmes. The work programmes provide you with the overall objectives, scope, outcomes and deliverables as well as budget allocations, for each topic.
- For all actions excluding those implemented by the other three work programmes as indicated below – DIGITAL Europe Work Programme 2023-2024 (.pdf)
- For the European Digital Innovation Hubs – DIGITAL Europe – EDIH Work Programme 2021-2023 (.pdf)
- For Cybersecurity actions – DIGITAL Europe – Cybersecurity Work Programme 2023-2024 (.pdf)
- For High Performance Computing actions – the work programme will be prepared by the EuroHPC Joint Undertaking and follows an independent calendar of adoption
