What is
Horizon Europe?
Horizon Europe is the EU research and innovation programme (2021-2027) with a budget of €95.5 billion for a green, healthy, digital and inclusive Europe. It aims to build a knowledge- and innovation-based society and a competitive economy while at the same time contributing to sustainable development.
Horizon Europe supports excellent science by teaming up with the best talent and equipping them with world-class infrastructures. Moreover, it supports breakthrough innovations and helps to create new services and markets. Research and innovation provide new knowledge and innovative solutions to overcome our societal, ecological, and economic challenges.
Compared to the previous Horizon 2020 program, there is a lot of continuity in Horizon Europe. The main novelties are the institutionalization of the European Innovation Council (EIC), the introduction of a “strategic planning process“, the “missions” and a new approach to European Partnerships.
The first pillar keeps driving excellent science as in Horizon 2020, the second one tackles global challenges and European industrial competitiveness, and the third one is designed to foster the Union’s industrial competitiveness and its innovation performance.
The largest share of the overall budget will fund activities in the second pillar that tackle societal challenges, and reinforce technological and industrial capacities, ensure that Europe stays at the cutting-edge in strategically defined priorities. The second pillar contains 6 clusters that should incentivize Cross-disciplinary, cross-sectoral, cross-policy, and cross-border collaboration, including SSH & citizens engagement in pursuit of Sustainable Development Goals.
The third pillar aims at stimulating market-creating breakthroughs and ecosystems conducive to innovation through 3 main components:
- The European Innovation Council (EIC) European supports innovations with breakthrough and market-creating potential;
- The European Innovation Ecosystems (EIE) programme connects regional and national innovation actors and sustains their scale-up;
- The European Institute of Technology (EIT) brings key actors (research, education and business) together around a common goal for nurturing innovation.
The horizontal activity widening and ERA has 2 components: it supports access to excellence for researchers across Europe, to foster participation and collaboration, while it promotes gender equality, open access, and open science, R&I integrity, and Ethics.

How does it work?
Work programmes arising out from the Strategic Planning Process announce the specific research and innovation areas that will be funded. The calls for proposals, organized in the work programmes by destinations, are accessible through the one-stop-shop Funding and Tenders Portal. Each call gives more precise information on the research and innovation issues that you should address in your proposals. On the Funding and Tenders Portal of the European Commission, we advise you to use the filters available for your search:

HORIZON 2020 was the 8th EU Framework Programme for Research & Innovation running from 2014 until the end of 2020 with a budget of almost €78 billion. Investment in research and innovation was and still is essential for Europe’s future and so it was put at the heart of the Europe 2020 strategy for smart, sustainable and inclusive growth. Horizon 2020 was helping to achieve this by coupling research to innovation and focusing on three key areas:

Science
Supporting scientists in foresight research, providing training & career development opportunities. Stimulating the development of new & emerging technologies as well as EU research infrastructures.
Pillar 2
Leadership in enabling and industrial technologies. SME & access to risk finance
Creating & sustaining industrial leadership in Europe in key sectors, boosting job creation, increasing market uptake of innovation, stimulating private investment in R&I, and strengthening participation of innovative SMEs.
Pillar 3
Societal challenges
Bringing together resources and knowledge across different fields, technologies and disciplines, including social sciences and the humanities. Covering activities from research to market with a focus on innovation-related activities and support for public procurement and market uptake.

Horizon Europe for Small & Medium-Sized Enterprises (SMEs), startups and entrepreneurs
Are you looking for specific funding opportunities for SMEs? Are you a small company or university spin-off with bright ideas and the ambition to scale up internationally?
Small and Medium-sized businesses, startups, university spin-offs or in some cases entrepreneurs are eligible to apply to Horizon Europe calls for proposals.
European Innovation Council (EIC) is a part of Horizon Europe dedicated to game-changing innovators willing to turn their science/their technology/their idea into new business and accelerate the scale-up of their solution to change Europe and the World.
EIC Pathfinder
EIC Pathfinder supports radically new technologies emerging from research excellence.
What can I expect as an SME? To co-develop radically new technologies with world-class researchers.
EIC Transition
EIC Transition helps to bring results from certain types of EU-funded projects (e.g. Pathfinder, ERC proof-of-concept, projects from the EIT…) to develop their innovation potential.
What can I expect as an SME? Use a key technology relevant to your business and bring it to the market
EIC Accelerator
EIC Accelerator invests in high-risk / high potential disruptive technologies or ideas from startups, spin-offs, entrepreneurs and any innovative SME to scale-up fast in the market.
What can I expect as an SME? Get the push needed for rapid scale-up and deployment into the market!
EIC Prizes
address companies and other innovators to solve a major challenge facing society, without prescription on the way to achieve it.

Eurostars
Eurostars is part of the co-funded European Partnership on Innovative SMEs. It is a funding instrument supporting SMEs wishing to collaborate on R&D projects with at least one other entity from another participating country. The call’s objective is to create innovative products, processes or services for commercialisation.
Other parts of Horizon Europe
Other parts of Horizon Europe are also open to SMEs. Most of funding opportunities consist in large transnational collaborative Research & innovation projects addressing specific challenges.
Joining a collaborative R&I project can benefit for SMEs:
- To co-develop solutions with world-class researchers
- To test and deploy products/services in several markets at the same time
- To acquire key customers or key partners in the consortium
- To contribute to build EU strategies and initiatives which matter for business

European R&I Partnerships
European R&I Partnerships are new form of old Joint Technology Initiatives (JTI) and R&I Public-Private Partnerships (PPPs). These partnerships are co-funded by Industry, the EU and Member States on several key technologies to keep the EU at the forefront of technologies of the future.
SMEs can benefit from the many calls for proposals to be launched by Partnerships.

Innovation Fund
Innovation Fund is a funding programme for the demonstration of innovative low-carbon technologies. Its aims at helping businesses to invest in clean energy and industry to boost economic growth, create local future-proof jobs and reinforce European technological leadership on a global scale.
Small or large-scale projects will be funded targeting the following areas:
- innovative low-carbon technologies and processes in energy-intensive industries, including products substituting carbon-intensive ones
- carbon capture and utilisation (CCU)
- construction and operation of carbon capture and storage (CCS)
- innovative renewable energy generation
- energy storage
InvestEU
InvestEU builds upon the Investment plan for Europe under 2014-2020. It aims at gathering investment (equity, loan, guaranteee, etc.) especially for enterprises to innovate, to invest and create jobs.
