  1. Multiple sourcing Framework Contracts to speed up the development of and access to innovative medical countermeasures – Next Generation Therapeutics for Infectious Diseases (HADEA/2026/OP/0015-PIN)

This call for tenders aims at speeding up the development of promising Next Generation Therapeutics for Infectious Diseases by adopting a competitive development in phases, under Pre-Commercial Procurement (PCP). The scope of the call is expected to cover the development of innovative therapeutics to treat viral infections, ARDS or sepsis resulting from infections, including pathogen-targeted therapeutics (but not small molecules or monoclonal antibodies) and host-targeted therapeutics, among which but not only direct-acting antivirals, indirect-acting antivirals and novel immune modulators. It may also cover innovative combinations therapies and products designed to be administered through alternative routes to IV. Broad spectrum therapeutics, pathogen-agnostic therapeutics and therapeutics that could reduce or counteract the emergence of viral resistance are of particular interest.

  1. Clinical Trial Readiness through the Establishment of a Pilot Filovirus Investigational Vaccine Reserve (HADEA/2026/OP/0019-PIN)

This call for tenders aims to ensure clinical trial preparedness for Filovirus outbreaks through the establishment of an EU-based reserve of investigational vaccines as a critical preparedness measure, given the sporadic yet high-consequence nature of these pathogens. Specifically, the call aims to establish, pilot and maintain an investigational reserve of Filovirus candidate vaccines against Marburg (MARV) and/or Ebola Sudan (SUDV), which – in case of an outbreak – could be used to advance their development by embedding them in outbreak-associated clinical trials, facilitated through international agreements and frameworks to support such preparedness. These provisions will allow for the rapid deployment of candidate vaccines for their later-stage development (phase 2 onwards). Tenderers will further have to ensure the rapid deployment of the investigational doses, subject to specific conditions being met (such as the occurrence of an outbreak and the expressed consent of the Contracting Authority).

  1. EU FAB+ Multiple Sourcing Pilot for Capacity Reservation for PPEs (HADEA/2026/OP/0020-PIN)

This call for tenders aims at enhancing the accessibility and availability of Medical Counter-Measures (MCMs) in the EU/EEA. The subject of this call for tenders is to conclude contracts for the reservation of manufacturing capacity and of vendor-managed stockpiles of nitrile examination gloves (lot 1) and FFP2 respiratory masks (lot 2) (hereinafter ‘EU FAB+ PPE Pilot’). This action is expected to be launched on 19/05/2026, will have a duration of 36 months, and has an indicative budget of EUR 34 000 000.   1. Long-term API stockpiling and rapid finished dose form manufacture (HADEA/2026/OP/0021-PIN)

The European Health and Digital Executive Agency (HaDEA) is planning to launch a call for tenders on “Long-term API stockpiling and rapid finished dose form manufacture”, a feasibility project to assess its application in crisis preparedness. This project aims to support the development of and access to technologies that can prolong the shelf-life of Active Pharmaceutical Ingredients (APIs) stored in bulk and advanced manufacturing technologies to produce finished dose forms from those bulk APIs rapidly, enhancing crisis preparedness by exploring potential gains in sustainability, resiliency, and flexibility to respond to future health emergencies. This action is expected to be launched on 29/05/2026, will have a duration of 36 months, and has an indicative budget of EUR 6 000 000.
