Horizon Europe negotiations start

Trilogue negotiations on Horizon Europe between the European Parliament, European Commission and national governments in the Council of the EU got underway on 9 January. Their purpose is to find a compromise agreement on the institutions’ different positions on the programme.

Reaching an agreement is likely to take months. The Parliament and Council spent about six months internally debating their own preferences after the Commission set out its proposals for Horizon Europe on 7 June 2018, and parts of the Council process are still ongoing. 

The Council agreed a “partial general approach” for its position in November 2018, but the Hungarian government refused to give its support and the agreement did not cover the programme’s budget or provisions for the European Institute of Innovation and Technology. By contrast, the Parliament settled its position the following month.
